In June, 24 small business owners received a certificate of occupancy or written authorization to ‘Open for Business’ from Prince William County Department of Development Services.
“Tailored development services and streamlined permitting processes help small businesses succeed by saving time and money, reducing administrative burdens, and fostering a supportive environment for growth,” said Mandi Spina, Director, Department of Development Services. “Together, these factors lower barriers to entry and create new opportunities for aspiring entrepreneurs.”
In the first half of 2025 (Jan – June), 165 customers successfully ‘Opened for Business’ with the support of the Small Business Project Management Program.

To date, 2,709 new and existing independent small business owners and entrepreneurs have received services and assistance from the Small Business Project Management Program (SBPM). The SBPM is dedicated to empowering independent small business owners by offering tailored support and guidance throughout the commercial real estate development and building permitting process.
To qualify for the SBPM program, customers must have 35 or fewer employees and manage their own project. The SBPM program also assists customers in determining if their business idea aligns with the authorized uses and zoning of a property location. It is important to note that national chains are not eligible for the program.
